Industry agent, prototype running: Local government
Run the council on governed AI.MeshCouncil™ is ASG™, the Arrochar Superintelligence Guardrails, packaged for local government.
The suite packaged for the whole operation of a local council, from plan to engage, apply, decide, record and deliver: customer requests and the single customer view, development and other applications, inspections and compliance, community facilities and services, water, wastewater and waste, resilience and emergency planning, assets, capital works and maintenance, procurement, the council's integrated planning and reporting, people and safety, finance and rates, records, data and privacy, and the council's own digital services, as governed AI agents that never determine an application, issue a penalty, set a rate or take a decision that belongs to the council, its delegate or a councillor.
For local councils, shires, regional councils and county councils, their councillors, officers and field crews, and the communities they serve.
What runs today, and what does not
A working prototype of MeshCouncil™ runs today. All fourteen services run in the prototype, end to end, on invented data for a fictional local council. Agents carry the work. Every decision that carries legal, financial, safety or regulatory weight is held for the named person who holds the delegation, a decision by the wrong role is refused, and every run, hold, decision and refusal is recorded on the tamper-evident evidence chain. The prototype is open to try: its public pages, where a customer, supplier or member of the public would start, are open to everyone, and the staff side, where the agents work and people decide, needs a login we give on request. Names, figures and records in it are invented. Nothing runs for a customer.
The MeshCouncil™ services, and which run today
Each line is one service in the catalogue. Those marked as running run end to end in the prototype on invented data: the agents, the gates where a person decides, the records it keeps and the standards it is mapped to.
- MC-01Runs in the prototypeCustomer central: every request, enquiry, booking, payment, complaint and piece of correspondence across the website, the call centre, the counter and self-service, with one view of each customer, live alerts and escalation within the council's service standards
- MC-02Runs in the prototypeCommunity engagement and communications: engagement plans, consultations and their summaries, community education, brand, content, the digital asset library, and media and social media monitoring, with nothing published until an officer approves it
- MC-03Runs in the prototypeApplications, development and assessment: development and other applications checked for completeness, assessed against the planning controls, referred, notified and drafted for determination, together with development contributions, each decision taken by the council, its delegate or its planning panel
- MC-04Runs in the prototypeInspections, compliance and regulation: inspections planned and recorded in the field, parking and infringements, permits, illegal dumping, trees, weeds and biosecurity, and community safety, with every notice, order and penalty issued by an authorised officer
- MC-05Runs in the prototypeCommunity facilities and services: libraries, parks and beaches, cemeteries, the airport, ferries, public wi-fi, venues and events, tickets and permits, tourism and visitor services, business engagement and the innovation hub, and the property the council leases and manages
- MC-06Runs in the prototypeWater, wastewater and waste: water and wastewater services, dams, laboratory testing, water quality, recycled water and compliance monitoring, meters, waste, recycling and organics, with every exceedance raised to a person and reported as the licence requires
- MC-07Runs in the prototypeResilience and emergency planning: flood and bushfire modelling, resilience plans, monitoring and analytics, and the situation picture prepared for the council's emergency management officers, who, with the combat agencies, make every warning and response decision
- MC-08Runs in the prototypeAssets, capital works and maintenance: one view of every asset, the register, condition, monitoring and performance, asset and infrastructure planning, the capital works and maintenance program, work orders, surveying, fleet, facilities and buildings, and works completion signed off by the responsible engineer
- MC-09Runs in the prototypeInfrastructure operations, procurement and contracts: project management and job costing, field mobility, requisitions, purchase orders, stores and inventory, tenders and contracts, each award made within the delegation the council has set
- MC-10Runs in the prototypePlace, economy and environment planning: visitor profiling, economic modelling and activity monitoring, natural resources, ecology and sustainability, and cultural and heritage planning, prepared for the planners and the council to decide
- MC-11Runs in the prototypeGovernance, integrated planning, legal and risk: business papers, minutes and resolutions, the community strategic plan and its delivery and operational plans and annual report, policies and delegations, grants, insurance, conflicts of interest, corporate risk and fraud, legal matters and ombudsman cases
- MC-12Runs in the prototypePeople and safety: timesheets, employee self-service, recruitment, training, workforce planning and performance, staff engagement, work health and safety and industrial relations, with every employment decision taken by a manager
- MC-13Runs in the prototypeIntegrated financial management: rates and charges, the property and rating ledgers, revenue, receivables, payables, e-invoicing and the payment gateway, payroll, the general ledger, cash flow, tax, budgets and forecasts, audit, and the management reports the council and the audit committee read
- MC-14Runs in the prototypeRecords, data, digital and change: records capture, retention, disposal and privacy, data quality, name and address and other master data, the data catalogue and the community open data portal, spatial data, dashboards and plain-language query, the digital twin, workflow and alerts, ICT service, security and risk management, and the co-design and process modelling that change the way the council works
The agents in MeshCouncil™
Each agent prepares the work. A named person takes the decision. Every agent below runs in the prototype on invented data, holds its decisions for the person named, and refuses a decision by the wrong role. None runs for a customer.
- Customer request agent
Captures each request, enquiry, booking and complaint from every channel, matches it to the single customer view, routes it to the right team, drafts the reply and watches the service standard.
A person decides: A customer service officer approves any reply that commits the council; the complaints officer decides every complaint.
- Engagement and communications agent
Drafts engagement plans and consultation summaries, monitors media and social media, and prepares content for the website and channels from the approved brand and asset library.
A person decides: The communications manager approves everything before it is published.
- Application assessment agent
Checks each development or other application for completeness, assesses it against the planning controls, prepares referrals, notifications, draft conditions, the contributions calculation and the assessment report.
A person decides: The assessing officer recommends; the council, its delegate or its planning panel determines.
- Inspection and compliance agent
Plans inspections, prepares checklists, records findings from field devices, and drafts notices, orders and infringements for parking, dumping, trees, weeds, biosecurity and community safety.
A person decides: An authorised officer issues every notice, order and penalty, and reviews every appeal.
- Community facilities agent
Runs bookings, tickets and permits for libraries, parks, beaches, cemeteries, the airport, ferries, venues and events, and reports use and visitor numbers.
A person decides: The facility or service manager decides exceptions, refunds and access.
- Water and waste agent
Monitors water and wastewater quality, laboratory results, meters, recycled water and licence conditions, schedules waste and recycling services, and raises every exceedance at once.
A person decides: The licensed operator and the water quality officer make every operational and public-health call and every report to the regulator.
- Resilience agent
Keeps the flood and bushfire models, resilience plans and monitoring feeds current and prepares the situation picture for an event.
A person decides: The council's emergency management officers and the combat agencies make every warning, closure and response decision.
- Asset and works agent
Keeps one view of every asset, its condition and its performance, prepares the asset plan and the capital works and maintenance program, raises work orders, and tracks job cost, fleet, stores and progress.
A person decides: The asset manager approves the program; the responsible engineer signs off works completion.
- Procurement and contracts agent
Prepares requisitions, purchase orders, tender documents and evaluation packs, keeps the contract register and watches contract obligations.
A person decides: The officer holding the delegation awards; the council resolves every award above the threshold it has set.
- Place and economy agent
Models visitor, economic, ecological and heritage information and prepares the evidence base for strategic and place planning.
A person decides: The strategic planner recommends; the council adopts every plan and strategy.
- Governance and integrated planning agent
Prepares business papers, minutes and the resolution register, tracks the community strategic plan, delivery program, operational plan and annual report, and keeps policies, delegations, grants, insurance, conflicts of interest, risks and legal and ombudsman matters current.
A person decides: Councillors decide every resolution; the general manager or chief executive and the governance officer own every report and register.
- People and safety agent
Prepares timesheets, recruitment, training and workforce plans, records safety incidents and hazards, and tracks staff engagement and industrial relations obligations.
A person decides: A manager takes every employment decision; the safety officer decides every incident response.
- Finance and rates agent
Prepares rates and charges, reconciles receivables, payables and the bank, drafts budgets, forecasts and management reports, and assembles the audit file.
A person decides: The responsible accounting officer signs off; a person decides every hardship, write-off and payment; the council adopts the budget and the rates.
- Records, data and digital agent
Captures records, applies retention and disposal schedules, checks data quality and master data, prepares open data releases and dashboards, and triages ICT service and security events.
A person decides: The records manager approves every disposal; the privacy officer decides every access and privacy request; the ICT manager approves every change.
The baseline we expect to align to
Local government has no single reference architecture the way banking has BIAN. We expect to align planning and reporting to the integrated planning and reporting framework each state sets for its councils, asset management to ISO 55001, records capture, retention and disposal to each state archive's retention and disposal schedules for local government, information security to ISO/IEC 27001, and to take each state's local government, planning, environment protection, water, emergency management, privacy and records legislation, and each council's own delegations and policies, as the policy source. Arrochar Labs is not affiliated with any state's office of local government or any local government association, and none of them has reviewed anything here. MeshCouncil™ is an operations package. It will not determine an application, issue a notice, order or penalty, set a rate or grant hardship, award a contract, issue an emergency warning or take any decision that belongs to the council, its delegate or a councillor, and no service in the catalogue will be written to. The choice of baseline is not final and will be stated on the service pages when the catalogue is published.
On the rails MeshGov runs on
Every service in the prototype follows one formula. AIG Sentinel defines the policy, Meshbone enforces it at run time, Nanolitte carries the controls into reusable service templates, Databallast controls what data the agents may access, the ASG™ control set guards every agent that runs through the gateway, and the evidence chain is designed to give you a record that is exportable, tamper-evident, yours. Every service names the decisions that stay with a person and the delegation each one needs, and the rails are the same ones MeshGov runs on. MeshAgentDesigner shapes the pack to one organisation: by watching the work, by reading a drawing, or by configuration.
How it fits together
A complete suite of AI governance agents. An architecture that makes them accountable.
Each part of ASG™ does one job, in order, and hands the next part something it can check. That is the difference between building AI agents and running them so an auditor, a regulator or a minister can see what happened.
Before the first build, Orbit Roadmaps finds where AI creates value and profiles the risk.
After it, Execdive turns what the chain recorded into plain-language insight for executives.
Policy, enforcement, templates, data, controls, evidence. Then services.
This describes the architecture, not what every deployment runs today: 7 of the 29 agentVIKING™ controls are still in development.
